Hi Marcello...as Larry said you will be able to create your map with custom tiles o add a layer with a KML file using Google Earth.
I had a similar problem because there is no google map yet for the city where I live, so I decided to use the Satellite Map and I represent streets with polylines, although I can´t use for example Geocoding and all that stuff that is in the "core".
