We run site X, which uses the Google Maps API and has a valid API key
which normally works perfectly.

Site Y, which is Flash-based, added a link to a page on site X. This
works fine in every browser except IE. When an IE user (tested in 6, 7
and 8) clicks the link, they receive the "incorrect API key" error.
There are no redirects or anything special happening, it's a direct
link. The only thing I can think it's related to is IE not sending the
"referer" HTTP header when clicking links in Flash.

Any suggestions?
