onload="loadMap('')" がコメントアウトされているので、何も起こらないでしょう。

Yes, as Andrew pointed out, there is no DIV with id=map. And <BODY>
with loadMap('') is commented out. So nothing should happen.
I'm a bilingual (a Japanese), so feel free to ask questions in
