That is still not a true statement.  The loadPointsFromXML function
contains the following code:
if (bounds.contains(point) == true)  {
      var marker = createMarker(point, name, address, type);
      map.addOverlay(marker);
      document.getElementById("sidebar").innerHTML = sidebar_html;
}

Which still adds the marker back when it is moved back into view.
