It's the same answer as you got at Bing Maps. Polygons and polylines drawn onto a client map are the client's business, and not transmitted to Google. Of course Google keep some kind of record of visitor's IP, just the same as any other non-trivial website - to minimise the impact of spammers, service hogs, etc. on the rest of us.
