I've just encountered this problem as well. I have a feeling though that it's for one of a few reasons:
I'm developing an application at a university so any testing is via the network, and I've lately asked a few colleagues to beta test the application for me. I recently simoultaneously opened 6 instances of the map that each overlaid a different kml file as I wanted to compare them for accuracy. And I also discovered browsershots.org, which I had used to check that the map showed in different versions. So alltogether there may have been a few hundred map page requests over the last couple of days. I'm not sure if this is classed as excessive and whether the satellite imagery is permanently blocked, or whether it's just the uni network IP etc. Hopefully it'll resolve itself soon. The captcha link mentioned previously doesn't display a captcha, but at least hopefully points me in the right direction!
