No Google dont provide any tools to do this over your own data. Only the data on their servers.
You may want to look at the openstreetmap project, there is lots of ground up projects on routing etc. many developers are creating working programs using OSM data, as its largly opensource, could instead feed in your data. It wont be trival, but it is possible.
