I can give you a starting point if you don't know it already.
There is a wizard from Google that creates a map from Google
Spreadsheet with a sidebar:

After that you can do as in the following examples:
http://gadget.awardspace.info/airports/air.html
(search for 'Paris' and have patience)
or:
http://gadget.awardspace.info/samples/phpmaps/jsmap.html
In the first sample the results are restricted to a range of 100km
radius.
In the second example the results are restricted to the bounds.
In your scenario it seems that you should add some events to the map.
If you add something like:
GEvent.addListener(map, "dragend", function() {
alert("Attention! The map was dragged!");
});
you can fire an event when you end dragging the map.
So, if you can access the array of markers, you can restrict the
markers and the sidebar items to the new map bounds.
