Well JAVA would not make a difference as the API is JavaScript and the Streetview is Flash.
If maps.google.com works fine then there can't be anything wrong with his IE, ISP or Flash. Could be a firewall thing, could it be blocking access to Streetview/ Flash when not from a Google domain? Do you get any errors in the browser?
