That's a good point.  I actually found a link to contact Google where
you can ask for approval...or at least explain the situation and see
if they think you would be OK.  I think I am OK on the printing to PDF
because I'm not mass producing these thing.

Each sold PDF would only be sold to one person....not on Amazon or
anything like that.

Sorry, I didn't clarify this point.  The map would be free to the user
and public.  The payment is taking all of these free items (more than
just maps), assembling them to a PDF and providing it to them.  There
is nothing stopping the user from taking the FREE content and
assembling their own PDF.  Saving the $1 or $4 or whatever.  My hopes
is that the user will realize that paying me <$5 for something that
could take them 30 minutes to 2 hours would be worth it.


The map portion of my PDF is probably 2-3 pages of a 10 - 100 sheet
PDF.  The way I see it is this.  Say Steven King printed out 100
autographed photos of him and gave them away at a public library for
free.  Let's say Bill Clinton did the same thing.  And so on until you
have 10-20 famous autographed pictures.

My service would be taking those 20 photos, gluing them to a poster
board and charging you $4 to do it.  I didn't sell you the photos.
Just the service of doing something you could have easily done
yourself.
