Hi Cbmeeks, I'm not a lawyer, neither know TOS well, but if maps have to be available for free, I think it should be OK to sell a service which formats to PDF free available content (export to PDF feature). You can even generalize a service, generic service which takes bunch of web pages and prints them into single PDF.
