I think the real problem is creating the PDF.

If *you* are going to create the PDFs, then that's a likely outcome.
If your users create their own PDFs, then the violation of the Terms
is down to them. The same caveat applies to you as I wrote in the
earlier thread: you need a clause in your own T&Cs which mirrors
Google's Term 15.
