I would guess that Google felt many heavy users of the system were
abusing it. The restriction won't impact on normal end-users of a map
which includes geocoding, only those who were deliberately doing more
than 2500/day. I don't know whether the Version 2 HTTP geocoder has
the new limit imposed or if data accessed via the old URL will in fact
allow 15000/day.
