Post a link with explicit instructions on how to reproduce the
problem.

However: Firefox has a quirk whereby mouseup events are not recognised
if you start dragging the map and move the cursor off the page (into
the sidebar, on to the tabs) before you let go. It's ok if you release
the mouse button with the cursor on the page. I have no idea what a
"Web Usercontrol" is, but that behaviour may be related. The only
answer will be to release the mouse button before the cursor leaves
the active area of the control.
