Why would you want to slow down the load?  If the kml doesn't change,
"refreshing" the cache would mean the browser would have to transfer
it again from the server.

The correct thing to do is to arrange your code so it doesn't depend
on the delay.

Which is what the changes Rossko and I are suggestion would do.
