Andrew, thanks for your quick and comprehensive answer. The documentation (http://code.google.com/intl/en/apis/maps/ documentation/polylinealgorithm.html) is a bit vague on the subject: "The endpoints of a polyline should often be set to the largest encoded level, to ensure that the endpoints will appear in all zoom levels and the line is drawn correctly."
I took this to mean that other values are possible. It would be phrased better as "...must always be set...".
