I'm not sure I can put it any more clearly than I already have.

You do need the Premier API if the only way users can see a map (with
or without your added data) is to pay you something.

When you show an interest in the Premier API, you tell Google what you
want it for. If you don't actually need Premier, it should become
clear fairly early on in the process. But I don't need one and have
never tried asking about it.
