Google has licenced the address data from suppliers in each country.
For example, the authoratitive source of Australian addresses is the
GNAF product from PSMA, which has over 12 million addresses:

Google licences this product from MapData Sciences Pty Ltd.  It would
cost you a lot of money per year to obtain the entire database for
your own usage. Google pays for it to be available through Google API
services, which have reasonable usage limits, to enable the
development of web applications.
