No: your data is yours. The map is Google's and they require the map
to be accessible. The Terms don't make you publish your data.

Nothing in the Group (ever, not just this thread) should be taken as
definitive legal advice with regard to the Terms. There are no lawyers
here -- or at least, none have identified themselves. Google
themselves do not offer advice, in order to prevent a conflict of
interest if you do break the Terms.

I don't think there is anything in the Terms which means you cannot
have a login or other authentication to protect your data. That is
(for example) a page which is publicly accessible and displays a map,
but if the user has logged in then that same page also adds data to
the map, or other functionality. It's important that as far as display
goes, it's the same page -- otherwise you have a map which is not
publicly accessible. The FAQ already say that it's ok to have a login
for **maintaining** data -- they use the example of paying to
advertise something, getting a login and adding it to a map which is
then displayed freely.

The authentication mechanism is up to you, but it sounds as if it
needs to be quite robust.

You could investigate a Premier licence which allows you to use maps
on a private network. Tt might be more expensive than the desktop
software, but you haven't said what sort of silly money is needed.
