The API Terms are here: http://code.google.com/apis/maps/terms.html -- see 10.9; it's much the same as you posted. The special licence is the Premier licence: ask about that at http://www.google.com/support/enterprise/bin/request.py?contact_type=gme&utm_campaign=en-us-codeterms . Premier allows some of the standard Terms to be customised, but this may not be one of them. Google's suppliers also make sat-nav systems, and they're not likely to want to dent sales without some compensation.
