Traffic changes all the time too- that doesn't stop it from being
mapped-- so does weather and construction among other things- (BTW, I
am sure some change all the time while many do not change at all.

Here is what we do

1- track and post the city limits and zip codes
2- track the changes as often as the governing entity provides-
3- indicate the frequency of changes or stability by color so that
readers of the map will know the liklihood of accuracy because of
historically how frequent the data changes-
city limit borders
4- allow gov entities to use google to record changes and utilize for
all their needs.

cmon, can't be that hard! Where is that Google Can do spirit we rely
on?!

I am sure some change all the time while many do not change at all.
