Yes, Streetview does change. Google will update things periodically. Since you know the location of your toilets, what you could do is find the location of the Streetview which is used [getNearestPanorama] and calculate the yaw required to look at the toilet from that location. Then set the Streetview to that yaw. If you're going to do that, it would probably be easier to get it working if you show the Streetview in your map, but you could do that calculation to formulate the link url.
