GGeoXml restricts the HTML elements and attributes which are allowed in infoWindows. There doesn't appear to be any documentation about what is allowed and what isn't. However, since your <style> block appears to be allowed, can't you use that to specify heights and scroll bars? If not, then the only way you will be able to control the appearance is by not using GGeoXml.
