Nothing that I have come across off the top of my head for a time function
based off of this.  However, just a suggestion, but you may be able to find
a database of cities and their timezones and do a lookup on the latlng to
provide you with an address, then lookup the city on the timezone table and
make a determination that way.

Anyone else have any suggestions for him?
