That might be more charitably put as "The API doesn't provide a means
to get unrestricted data out of Google's databases." You can only do
what the API allows, and that's restricted to discrete finite queries
of the "What's at <coordinates>?" or "How do get to <place>?" variety.

Look at the other resources you've been pointed towards. Geonames.org
is one which might be useful (although DaGoo's caveat about "What is a
city?" is relevant).
