See Section 9.1 of the Terms, particularly 9.1(b).

The acid test is: can I (for example), as an unaffiliated user in the
UK, get a login to your system for free, and access the map? If yes,
then it's ok; if no, it's not ok.

Note: it's within the Terms to give out a free login which allows
access to the map but doesn't show any of your data.
