I don't know of  a wysiswyg site but someone else might.
Here is the most popular tutorial site,

To convert shapefiles (standard GIS) to kml (API friendly), you'll
need a program. I use MapWindow.

For your clustering question, I would recommend having a mouseover (or
even a titletip) that pops up an infoWindow with the information you
want to convey at that zoom level.
