I'm afraid you would have to set up a "Adsend publisher id" (it's
written in documentation). But don't worry, you can create a blog and
use it to create Adsense account. I managed to do it and then I filled
all the fields in http://gmaps-ws-console.appspot.com. Unfortunately,
I have been waiting for 3 weeks and there is no response :/ Well, for
some time my status was pending, but after some time it dissappeared.
Apart from that, I didn't get any message that I failed or something.
I tried to change some fields, but there is no "pending" status
anymore. I'm not sure what to do next...
