It's an extension to PNG called APNG, although it appears that the standard file-extension is .png. Works in Firefox 3.6; may not work in other browsers. The "Spinfox" demo at http://people.mozilla.com/~dolske/apng/demo.html is quite impressive. I haven't seen any examples with the Maps API, and haven't had a reason to try it myself; but I'd think it was likely to work in browsers which support it.
