Still don't really understand. You can't 'create' that page, it belongs to Google. You can use the maps APIs to do the map part of making a simulation or re-creation of that page. You'd need other things to do the searches, adverts, etc. As you say, Places would probably help with some of that. You'd need to write your own code to do the other features on that page, like putting a search box at top and bottom, and offering a Login to Google (though quite why you'd want that on your own page I don't know).
