But it isn't transparent, which the labels layer is.

Do bear in mind that this --

is not permitted. You can't use Google/TeleAtlas data -- including the
labels -- anywhere but within an API map. It's possible to use that
layer within an API implementation overlaying a custom map, for
example, instead of the default aerial/satellite imagery, but it's not
allowed to extract that layer to use somewhere else.
