I still don't know if this formula is correct. Any help? For one thing, it has the latitude range for a single tile: 0 to 40.98 at zoom level 3 (tile 3,0). Whereas the next tile has a range of 40.98 to 66.5 (tile 3,1). That doesn't seem right.
