Your client should not use the same key as you. If Google took exception to what *they* were doing, you don't want *your* key disabled. The requirements for keys are covered by paragraph 9.1 in the Terms. Do you intend to make your app publicly available yourself within the Terms -- so that there is a URL that anyone can use, anywhere in the world? + Yes, we will publish it on the internet for everyone for free: you can use a free key, even during a closed development phase. + No, we're going to restrict access somehow, or sell it: you must use a Premier id. Your client needs to consider its situation separately. Does your client intend to make the app publicly available with a URL anyone can use anywhere in the world? + Yes, they will publish it on the internet for everyone for free: they can use a free key. + No, they are going to restrict access somehow, or ask for money: they need a Premier id. "Publishing for free" includes putting it on a restricted site where a login is required, provided that a login is easy and free to obtain. Restricted access means that getting at the map requires users to meet certain criteria which not everyone will satisfy, which would include paying money, or geographical restrictions, or being on a private network (there may be other criteria too).
