The key-check is skipped for localhost, as a development-only
workaround. You should not be attempting to circumvent it.

If you're using a Flash map, then you should ask in the Flash Group at
http://groups.google.com/group/google-maps-api-for-flash/ -- the Flash
key system may work differently from the Javascript system.
