Google has a licence to be able to display the mapping data on their
own site. They have bought a licence to that effect.

They haven't got a licence to be able to display the mapping detail on
third party websites (ie sites using the API or the embed option)

You need to find a mapping provider that has the data, and is willing
to give Google a licence to display it. (at a price that Google is
willing to pay :)
