I wondered about this, but I don't think it is. The prohibition mentions "stitching together" in the context of server-side copying/derivative works and the like. Simply displaying two legal static map images on a web page is not stitching them together. I searched for "determine size center" (without the quotes) and came up with this: http://groups.google.com/group/google-maps-api/browse_thread/thread/b9e1da6223902c63 which might help. Other similar searches might produce better results.
