But in the case of OpenStreetMap, php can fetch tiles for itself.
You're not subject to same constraints as Google supplied maps.

You might have a script that you pass some simple parameters to,
centre zoom and size perhaps ; then it fetches the OSM tiles and
stitches them.  Calculating which tiles isn't trivial but not really
difficult either ; it's probably already available in OSM circles.
