It doesn't change the Terms of Use. They still apply to you and you
need a freely-available public map if you use Google's services. If
you don't want to show a map, don't use Google's services. There are
other geocoders, like geonames:

Of course it does. "sensor" must be set "true" or "false", not
"true_or_false". This is explained in the documentation.
