Well 25,000 is a lot of data to both transfer and make sence of in the browser - no way round that.
Most successful solutions do the clustering server side. With the aim to transfer the minimal amount of data. You can't also expect the php application to simply load all addresses into memory, and cluster them directly on request - it will still take ages. Need to develop algorithms to optimize the procedure. If that is all too much work for you, perhaps look at Google Fusion tables - they take the headache out of working with relativly big datasets.
