You can do anything which is within the rules.

Using Google's services require
* that you show a map and
* that the map be public.

Brian Cray's implementation falls foul of the first requirement, and
although he needs a map and acknowledges that, he doesn't actually do
it. Bad.

If your tool is (a) public and (b) has a map, it should be fine.
