No. But Static Maps are images (like tiles) so I suppose it would be possible to retrieve images which appear to be tiles. Do review the Terms again. Static Maps are also explicitly mentioned. It is highly unlikely that you can circumvent the restriction on direct access and still meet all the requirements for the use of Static Maps.
