It would be worth finding out before investing much effort into the
idea ...
Terms 10.8 seems to say a pretty clear No.

Bear in mind it's a simple image, the request isn't rejected, you just
get another image instead of the map, telling you about the problem.

This is the idea to follow up, Google have sorted out quotas for
networks before.  No idea how you bring it to their attention though.
