doesn't sound that complicated - but then I would probably take the easy way out and put all the thumbnails into one infowindow per waypoint. If there are lots & lots, you could use a scrollbar and an iFrame, or tabs in the infowindow. Linking from the thumbails to fullsize pics would just be simple html.
