its a 'Bias' not a restriction. No geocoder is perfect*, its all based on statistics and probablities. Which can get it wrong. If looking for a 'place search' then there is a dedicated service: http://code.google.com/apis/maps/documentation/javascript/places.html#places_autocomplete * Geocoding is generally an art not a science.
