Yes: "we enforce an additional request rate limit to prevent abuse of
the service." The rate limit may vary as it seems it's dependent on
server loading. There have been issues reported here where developers
have put 50 map images on a page: those are loaded practically
simultaneously as the page is loaded, and the latter ones fall foul of
the rate limit.
