No.  How would I have any idea how to access your mystery database?
If you want to know how to write php to process strings that you
extract from a database, that is a question for a php forum.

I was suggesting that you consider whatever the process is where these
strings (representing static map urls) arrive in your database.  Maybe
that is the time to get the coordinates and do your country analysis.
Maybe it's something you could ask the supplier of that information
e.g. "what country are you in?"  It's very difficult to guess any
effective approach as we have no idea what you are really trying to
do.
