Thanks for your reply.  Yes, I know that I hit the request-rate limit, so I 
am wondering how to work around it.  Is there any insight into how much of a 
delay would work?

Regarding using the Javascript API, does anyone know if the following text 
means that the Javascript library is loaded into a page or if it is based on 
the number of times a new google.maps.Map() is instantiated?  Thanks.

What constitutes a 'transaction' in the context of the transaction limits 
that apply to the Maps API? 

A single transaction occurs when: 

   1. the Maps JavaScript API (V2 or V3) is loaded by a web page or 
   application;
   2. a SWF that loads the Maps API for Flash is loaded by a web page or 
   application; or
   3. a single request is made for a map image from the Static Maps API.

 The degree to which a user interacts with a map once it has been loaded has 
no impact on the transaction limits.
