I'm afraid I can't offer opinion or fact on (1) or (2), except to say
that markers which appear to move with zoom changes can happen in
Google Maps, too, if the "anchor point" of the marker isn't where the
API expects it to be. The API pegs the "anchor point" to the
particular location on the map, and if that's not at the pointy end of
a marker, then that pointy end will not be in the same place when the
map is zoomed. The "anchor point" will be in the same place, though.
Having said that, I've no experience with Bing Maps.
