I don't really know how the inner workings of the API operate, but my suggestion (tilesloaded listener fires function that loads markers) works on the idea that the marker info comes in, markers can't be placed on tiles that don't "exist" yet, so the basics (ie position) get put in a queue waiting for the tiles but lose their other characteristics (icon property and who knows what else).
