The old keys had an exception that allowed "localhost" to just work -
what ever the key.

This was so developers could use localhost for development purposes
(ONLY!). A 'in use' map should be deployed to a live public URL.


As for getting a new key use the link you have provided. Although you
probably want to switch the the english page (dropdown at the bottom).
Other languages are outdated.

Once switched to English, it explains how to get a key.

(where it will allow you to set the referrer to a local IP I dont know
- as it is technically against the terms to use a map like that)
